The West‑Africa Access to Energy & Layered Data Platform (WACEL) is a powerful tool designed to support the planning, implementation, and monitoring of energy access projects across the region. This platform integrates the latest energy data, insights, and modelling tools to provide World Bank staff across teams and projects with the resources they need to make informed, data-driven decisions. Integrated datasets are sourced from various public and proprietary datasets, research organizations (such as the University of Michigan and NASA), as well as World Bank country stakeholders.
Focusing on least-cost electrification strategies, the platform offers interactive country-level data that includes energy access statistics, infrastructure details, population demographics, and energy generation sources. By providing up-to-date, reliable information, it enables users to evaluate the status of energy access, identify gaps, and determine the most effective solutions for delivering energy to underserved populations.

1. Who is responsible for updating the platform?
The main providers of information for the platform are the World Bank and its partners. VIDA is responsible for uploading, organizing, and processing this data so that it appears in the dashboards and Geoportal in a clear and accessible way. The key indicators from external sources are updated by VIDA on a regular basis whenever updated figures are available.
2. How often is the platform updated?
The platform is updated on, at least, a monthly basis by the VIDA team, integrating any updated datasets from external data sources. Updated datasets shared by the World Bank will be integrated continuously on request.
3. Can the charts be downloaded as PDF or in other formats?
Unfortunately, this is not possible at the moment - as an alternative, you can generate screenshots of any graphs as they are formatted to contain all relevant information.
If you notice any mistakes, inconsistencies, or missing data, please notify the VIDA team (see contact details below) so we can investigate and address the issue as soon as possible.
5. How can I request access to restricted datasets or features?
If you need access to specific data or functionalities not currently available, please contact the VIDA team using the contact information provided below. This includes getting access to the Country Geoportals.
6. How can I integrate new data into the platform?
To integrate new datasets, you can either share data directly with the VIDA team or submit it through the designated SharePoint folder which have been shared with World Bank country teams. If you are a World Bank partner, please coordinate with your World Bank contact to ensure data is formatted and shared according to the platform's data standards. The VIDA team will then review, process, and upload the dataset accordingly.
7. What is the Geoportal and how do I access it?
The Geoportal is an interactive spatial data viewer that allows users to explore geographic and location-based datasets through interactive maps. The platform is private and requires credentials to access. Access is administered by the World Bank.
9. Is the platform available in multiple languages?
The platform is currently available in English and French.
